TJKM has been selected to prepare the traffic analysis for an update of the City of Parlier’s Circulation Element. The City of Parlier proposes to expand its current Sphere of Influence (SOI) west to Bethel Avenue and south to Dinuba Avenue, while removing from the SOI the area southeast of Manning and Zediker Avenues.
TJKM’s primary objective in this traffic study is to test the land use and circulation concepts through the use of a sophisticated transportation forecasting model. TJKM’s modeling staff has in-depth knowledge of Fresno COG’s regional model, the basis of the model that TJKM will develop for the City of Parlier Circulation Element update. TJKM will use the transportation model results to make specific recommendations for implementation of the proposed changes to Parlier’s circulation plan.
