Fulton Street Revitalization Project, Fresno

The City of Fresno is working hard to change the image of Downtown Fresno to attract more people.  Completed in 1964, the Fulton Mall is a prominent downtown feature that resulted in closing off significant portions of the downtown grid pattern inducing challenges that navigated the downtown area.  The prime consultant, ELS Architects, retained TJKM to determine alternative improvements to the Mall and surrounding area.  TJKM performed an analysis of traffic circulation requirements, examining six alternative circulation plans.  TJKM also provided traffic impact and conceptual cost estimates for accommodating changes in traffic patterns with partial or full opening of the Fulton Mall to vehicular traffic.

Although the prospect of re-opening the Fulton Mall to limited traffic is not universally accepted in Fresno, the study did show significant traffic circulation and access benefits. The study showed that limited traffic could be reintroduced without jeopardizing the current uses, works of art, fountains and landscaping of the Mall.  The study was commissioned by the Vision 2010 Downtown Fresno Committee of the Fresno Redevelopment Agency.  The City of Fresno is using this concept within their master planning of downtown Fresno.

TJKM’s Fresno office is located near Downtown Fresno.  Our Branch Manager, Jose Benavides, P.E., is the former City Traffic Engineer for Fresno.  Our experience in the Fresno-Clovis area includes over 400 transportation projects and counting including a current on-call contract with the City of Fresno for traffic engineering consultation.
