TJKM completed an analysis of six interchanges on Highway 101 in Ukiah, performing the entire project on a tight schedule of only six months. The initial tasks included the compilation and collection of data and the development of evaluation criteria. TJKM applied the criteria to identify current and future deficiencies. The recommended improvements range from traffic operations improvements and new signal installations to major revisions of ramps and the provision of auxiliary lanes. TJKM found that the immediate needs and problems could be solved with only approximately $1.2 million in construction costs, an amount within reach of current discretionary funds in the region. The longer-term improvements require substantial additional investments and the study ended with a discussion of funding strategies including exactions on developers and local traffic impact fees. The study was well received by the Mendocino Council of Governments Board, Caltrans District 1 and the Ukiah City Council.
