Closing one of the busiest freeways in the entire Bay Area is a dramatic issue that involves major planning efforts prior to execution. In order to replace a 1-mile viaduct, Caltrans must shut down I-880 near Oakland for six major construction phases in a three-year period, from 2006 through 2008. Working directly with Caltrans, TJKM developed the traffic management plan to accommodate the closure of two lanes of I-880 for up to 52 hours. To meet traffic demands, I-880 normally requires four through lanes for many hours on every day of the week including weekends. TJKM found alternative routes to reduce the demand along this section of I-880. TJKM converted the countywide model from a weekday model to a weekend model and integrated it with a micro-simulation, dynamic traffic assignment model for the analysis supporting the plan. Calibration of the freeway model depended greatly upon GPS speed data for free flow and congested flow on I-880, I-80, I-580 and I-238. Caltrans accepted TJKM’s plan and will implement it as the freeway closures occur.
