Mr. Bhattacharya has 14 years of experience in both the public and private sectors. He is an expert in traffic engineering, traffic signal systems with traffic simulation, traffic signal timing, traffic operations, traffic simulation, and intelligent transportation systems (ITS). Mr. Bhattacharya has managed many of TJKM’s significant projects throughout Northern California- from San Francisco to Modesto. He has also served as the lead engineer for several of TJKM’s on-call traffic engineering contracts.
Mr. Bhattacharya leads TJKM’s ITS team and has in-depth experience in the development, design and implementation of ITS strategies in major metropolitan areas, including Adaptive/Responsive Traffic Signal Systems and Transit Priority Systems; preparation of Incident Management Plans; design of fully automated Electronic Toll Collection systems; preparation of PS&E for field implementation of CCTV, Changeable Message Signs, Highway Advisory Radio, Ramp Metering and ATMS systems; and freeway and arterial operations using micro-simulation. ITS projects to his credit include Signal Timing Plans for the Houston, TX Light Rail System; Regional Computerized Traffic Signal System Project, Houston, TX; Internal Closed Loop Traffic Control System (Phase II), Burlington County, NJ; ITS On-Call Services, El Paso District of TxDOT; Houston Uptown Traffic Surveillance System Phases and ITS Support Services; US 54 Freeway Management System, El Paso District of TxDOT; Alameda County Webster Street SMART Corridor Study; Mountain House ATMS; City of Hayward Adaptive Signal Systems; Sacramento Intermodal Transfer Facility Concept Plan; and the Santa Clara VTA Capitol Corridor Transportation Study. He is currently involved in the Route 238 Advanced Traffic Management System (ATMS) & Corridor Improvements Project in the City of Hayward. This project involves a fast-tracking evaluation and design of an Advanced Traffic Management System with adaptive coordination capabilities, as part of the corridor improvements for Route 238 in Hayward.
Mr. Bhattacharya is an instructor for the Advanced Traffic Signal Operations course offered by the University of California at Berkeley Extension Program. He is an active member of the Bay Area Section of ITE and served as the 2006-2007 President. He also served on the ITE Transportation Software Development Task Force and the ITE Highway/Railway Active Controls Committee. His in-depth involvement with this organization keeps him abreast of traffic issues facing jurisdictions in the Bay Area and the latest, developing technologies/methodologies being utilized in the field of transportation engineering. Joy is a registered Civil Engineer and a Professional Traffic Operations Engineer, with advanced degrees from the University of Tokyo, Japan and the University of Delaware. He has worked with numerous Bay Area agencies on a variety of traffic engineering assignments. He is very familiar with government protocol relating to transportation studies and projects, and has experience with a variety of agencies as well as the public.
