Mr. Haygood has over 25 years of traffic engineering and transportation planning experience and has worked in both the public and private sectors. Prior to joining TJKM, Mr. Haygood served as the City Traffic Engineer for the City of Redwood City. During his tenure with Redwood City, Mr. Haygood co-developed the City’s Traffic Calming Program and was actively involved in the planning and design of the traffic, parking and pedestrian circulation of their Downtown Revitalization project. He managed projects including traffic impact and parking studies for large-scale developments, Redwood City’s first citywide traffic mitigation fee study, PS&E for traffic control devices and roadway improvements, etc.
Mr. Haygood’s professional expertise includes preparation of traffic impact, circulation/parking, pedestrian/safety and fee studies; design of plans, specifications and estimates for traffic control devices and roadway improvements; conducting intersection and freeway operations analyses; completion of funding applications; and more.
