Traffic was heavily congested along a 1.2-mile section of Washington Avenue. TJKM performed an extensive field review and collected data that fully identified the nature and extent of the problems. TJKM traffic engineers developed timing plans for weekday and weekend time periods at eight signalized intersections (seven City-owned, one State-owned) to address the long travel times, poor intersection levels-of-service, delays and frequent stops for motorists. In order to reduce traffic collisions, TJKM performed an accident analysis and incorporated the results with TJKM’s signal timing plans. Traffic conditions along Washington Avenue were complex and resulted in ten recommended timing plans including traffic responsive plans. TJKM and the City of San Leandro have successfully implemented the recommended timing plans.
