The Administrative Office of the Courts (AOC), Office of Court Construction and Management (OCCM) retained TJKM, in partnership with Kaku Associates in southern California, to develop planning guidelines for determining the minimum and optimum parking requirements for future-planned superior court buildings throughout California.
In February 2006, the Judicial Council adopted a five-year capital outlay plan known as the Judicial Branch Five-Year Infrastructure Plan Fiscal Year 2007–2008, based on the master plans developed for each Superior Court in 2002-2003. The OCCM must develop planning guidelines for determining the minimum and optimum parking requirements for superior courts as it prepares for future new construction projects and attendant site acquisitions.
The TJKM team will provide professional advice and services that will include:
- Collecting and presenting data on typical parking amounts required by government agencies for court or similar uses
- Collecting and presenting data on typical and optimum parking amounts provided by private entities with similar activity demands
- Conducting select parking demand studies at representative California courts
- Reviewing existing transportation management studies and state mandated programs
- Conducting select transportation management studies for exemplar urban and suburban courts
TJKM reviewed parking standards for numerous California municipalities including the cities of Palo Alto, Walnut Creek, Redwood City, Dublin, the Town of Los Gatos and the counties of Monterey, Fresno, and Santa Clara. The changes recommended by TJKM were based on demand studies and comparison with the standards of other agencies. TJKM’s senior leadership has successfully completed several dozen parking projects of this nature including the Focused Traffic Study for the Proposed East County Hall of Justice for the City of Dublin, CA and the City Hall Parking Design Project in the City of El Cerrito, CA. As part of the project, TJKM will survey other agencies, not only in California and not only courts-related, to determine their relevant experience and requirements.
TJKM has successfully resolved parking challenges in more than 100 parking California projects. TJKM has conducted large-scale parking projects for courthouses, government buildings, downtown areas, financial districts, business parks, large universities, community colleges, special event theaters, shopping centers, sports arenas, BART, and many more. TJKM also regularly performs parking analyses in conjunction with traffic impact studies and has conducted more than 2,000 traffic impact studies for a variety of land uses.
