TJKM has provided traffic engineering and design services for the Pacific Commons mixed-use development since the project’s entitlement phase began in the 1980s. TJKM performed all traffic analyses for what developed into a series of environmental impact studies covering several different versions of the proposed project. TJKM worked with a large team of professionals on the project EIR and traffic master plan.
TJKM wrote the initial Transportation Demand Management (TDM) Plan for the development, to identify and encourage the use of carpools, transit, and pedestrian activity. TJKM designed ten signalized intersections and prepared signing and striping plans for all phases of the development.
Pacific Commons subsequently evaluated a major change in land use for the Area 5 portion of the site that was planned for office use previously. Working directly for the developer ProLogis (formerly Catellus Development Corporation), TJKM prepared a traffic impact study report for Area 5 that meets California Environmental Quality Act (CEQA) requirements, including those for air quality and greenhouse gas (GHG) emissions. The Area 5 project consists of a 139,500-square foot discount superstore, a 16-screen movie theater, and over 117,000 square feet of additional supportive retail and restaurant uses.
In addition, TJKM provided a shared parking analysis, demonstrating that an onsite parking supply serving all Area 5 land uses collectively could be provided at less than aggregate City code requirements for individual uses. Through the shared parking analysis, TJKM demonstrated that the project could provide 150 fewer spaces than would be required by City code. Finally, TJKM designed four new traffic signals and two signal modifications to serve the Area 5 project.
