Traffic Impact Fee Study, Livermore
Results of traffic impact fee studies (TIF) are used by a City to derive fee rates for different land use types for financing its capital improvement program. Who will pay for a much-needed traffic signal? How much traffic will be generated by a proposed development? Who should be responsible for necessary improvements to a nearby freeway interchange? A TIF answers all of these questions and more. It is a key planning and financial document that identifies how a jurisdiction should pay for essential traffic improvements.
TJKM has prepared over 15 Traffic Impact Fees for cities and counties including the City of Livermore. Conducted by TJKM, the original Livermore Traffic Impact Fee study in 1988, analyzed traffic and roadway conditions associated with the build-out of the General Plan. This original TIF determined the amount of traffic associated with the build-out of the existing General Plan and analyzed traffic impacts at over 20 key intersections. The TIF resulted in a general assessment of lane requirements of the citywide traffic circulation system. TJKM has since later performed regular updates that have included revised project lists with cost estimates for all improvement projects to be funded by TIF fees.
The original TIF and subsequent updates have been approved with the blessings of the development community. Without the TIF results, the City of Livermore would have had to forego some improvements that were legitimately the responsibility of the development projects.
