TJKM assisted the City of Menlo Park with two high-profile concurrent projects:
- The update of the Menlo Park General Plan Land Use and Circulation Elements – referred to as the ConnectMenlo Land Use & Mobility Update – including changes to the City’s street classifications to enhance Menlo Park’s complete streets goals, and zoning modifications to help alleviate the regional jobs/housings imbalance; and
- The proposed expansion of Facebook’s headquarters campus alongside Bayfront Expressway to accommodate over 17,000 employees. The implications of the General Plan Update and Facebook Expansion projects on vehicle miles traveled (VMT) and transportation operations were evaluated together not only because they have similar schedules, but to provide a clearer picture of the individual and combined potential transportation impacts and improvements to the City’s and other nearby agencies.
TJKM developed of a focused Menlo Park travel demand model that incorporated dynamic traffic assignment (DTA) to provide a realistic forecast of future traffic patterns. TJKM conducted transportation studies concerning both future citywide growth as well as a focused study concerning the proposed Facebook expansion.
TJKM provided recommendations to achieve a substantial reduction in peak-hour vehicle trip reduction, provided site-specific design recommendations, and identified multimodal improvement opportunities.
The Menlo Park City Council approved the Facebook Campus Expansion on November 1, 2016, and the ConnectMenlo Land Use & Mobility Update on November 29, 2016.
